Rapid population growth in the strong and vibrant Beaver First Nation community created a pressing need to provide sufficient housing and community facilities for its members. Future growth is also expected to place additional pressure on infrastructure, and land uses such as agriculture and open space.
To plan for the existing and anticipated growth and ensure land use compatibility, the Beaver First Nation retained Urban Systems to develop a community development plan. Urban Systems conducted population and housing needs forecasts, a community needs and opportunity assessment, infrastructure analysis, and physical development planning. The planning process involved extensive public consultation, with focused meetings for elders and youth, and community sessions held on the two reserves of the Beaver First Nation. Urban Systems prepared a comprehensive set of policies to guide development for key land use designations in the reserve, and a 5 Year Capital Plan for project phasing in the short and medium terms. The Community Plan also identified development areas for residential use, public buildings and facilities, commercial development, and economic development initiatives.
