City of Vernon Sustainable Infrastructure Investment Plan

Project Description

We worked with the City of Vernon to prepare a Sustainable Infrastructure Investment Plan (SIIP), a direct outcome of Council’s 3 Year Strategic Plan, to support a resilient community, with a diverse and affordable infrastructure base. This is Vernon’s asset management plan. The results of the plan indicated there was a large financial sustainability gap. To close this gap, balancing costs and revenue was needed through a multi-faceted approach:

  • Revenue Generation – financing, rate/tax adjustments, economic development, seeking alternative non-tax revenue sources
  • Cost Containment – such as further developing maintenance management, adjust levels of service, strategically increase risk (project deferral), refining system capacity, and economies of scale
  • Triple Bottom Line Approach to Capital Planning – solutions that integrate all utilities through multi-utility capital planning, levels of service, condition and risk (consequence and likelihood of failure) can maximize the use of existing funds
