We worked with the Town of Cochrane to develop a comprehensive infrastructure master plan for the town’s water and wastewater utilities. The W3 Master Plan considered the Town’s over-arching environmental, social, and financial goals in evaluating and developing infrastructure.
We used a life-cycle approach to determine system costs and we incorporated both direct costs—such as capital, renewal and operational costs—and the indirect costs of not having sufficient systems to support economic vitality, health, safety and environmental protection.
The comprehensive master plan provides recommendations for not just capital works, but also financing priorities, development standards and asset management and operations.
