Our team completely renewed this OCP, which had not had a major review in over 18 years. A broad public engagement process was a major component of the process, including a statistically-valid survey of every household, focus groups and open houses. An Advisory Committee of citizens and Council members guided the process. Oak Bay was a challenging community in which to prepare an OCP because many residents resist change and the municipality has never had a planner. The unanimously adopted OCP reflects local and societal trends and prepares this community for the future. Included in the OCP are many new topics such as environment, climate change, active transportation, and housing diversity and affordability.
