Reimagining Victoriaville

Victoriaville Centre is an indoor mall in downtown Thunder Bay, built across Victoria Avenue in 1980. The City of Thunder Bay retained Urban Systems, with Public City Architecture, Three Sixty Collective, and Menic Planning Services, to identify and evaluate development options for the site. The project team brought together urban planners, architects, landscape architects, structural and civil engineers, land economists, and retail experts. After evaluating several options, the team unanimously recommended removing Victoriaville Centre and re-establishing Victoria Avenue, helping revitalize the downtown as a cultural hub for the community. In October 2020, City Council voted unanimously to follow that recommendation.
